Analysis of Public Consultation Questionnaires
Introduction
The public returned 159 questionnaires. A copy of the questionnaire
and the total number of responses to each question is provided at the
end of this Appendix together with the comments included by the
public.
Summary
The results of the questionnaire show a good degree of support for
the philosophy and aims of the Health Investment Plan. Although the
sample size is small there is a considerable degree of consistency in
the results.
The results are sufficiently robust to use as part of criteria
development and weightings for the non-financial benefit analysis of
the options.
All Responses
The three bar charts below show the degree of importance placed on
each of the statements by the public. The results in chart 1 indicate
a good level of consensus on the four most important issues. These are
not inconsistent with the philosophy for the new local health care
centres and indicates public support for the proposal.

The results in chart 2 show a good degree of consensus on the two
most important issues. Below this there are seven statements in quite
close ranking and covering a wide range of issues. The issue ranked
most important, building flexibility, also scored very highly in the
CHC survey.

The results in chart 3 show a very good degree of consensus over
the two most important issues. The first, ambulance access, is not
unexpected. The second, the preference for the majority of hospital
services to be available in the locality, reflects a general view
expressed at several public meetings.

Consistency of Responses
The analysis of the responses shows very little variation between
genders and age groups. There are only four issues that elicited
responses that varied by 10% or more and none of them were ranked in
the top five most important.
The issues are:
· The local health
care centres should be located where people have most health problems
a greater degree of importance was placed on this by the elderly.
· Each major
department should have its own entrance to the hospital - a greater
degree of importance was placed on this by the elderly.
· I should be able to
get to the hospital by bicycle - a lesser degree of importance was
placed on this by the elderly.
When analysed by gender, there was little variation in the
responses to the individual questions.
Overall there is a very high level of correlation between the
individual responses for each question and the three statements
considered the most important.

each question may not total 151 in every case.

The NHS plan will make healthcare more accessible by bringing
services closer to your home. Although some services can only be
provided within a hospital there are many services that could be
provided locally if the circumstances are right, such as the

I strongly agree that the new hospital should be built at ECH for
all the reasons outlined in the consultation document. I feel this as
a member of the public and as a member of staff employed by PHNHST. |

then major schemes should be postponed until public funding is made

Building design |

for a large hospital site. Maybe one entrance only for out of hours.
Other entry points with staff only access, perhaps via a swipe card on

Road access to the hospital should provide reasonably free flowing
traffic at all times, not bottlenecks at peak periods. The building
should be flexible, energy efficient, practical and preferably
architecturally appealing. |

A hospital should be built with expansion in mind, look to 2999.

Public transport and parking |

I think transport should be subsidised but the hospital should not

entrance for parking of less than one hour. We should not have to pay
for four hours when dropping off clothes etc., or visiting for a short
time. Long term patients would have more visitors which is important
to their recovery. |

Patient care and staffing issues |

Specialist services received in Addenbrookes only are not
beneficial to the patient, i.e. artificial limb services and
radiotherapy. |

There are no questions about quality of care, responsibilities of
management and staff and care of patients. Most of the questions are
peripheral and hardly relevant compared with care of patients. |
|

There should be adequate staffing, no ward or department should
have to delay any aspect of care due to understaffing. |

Hospitals should have the appropriate numbers of beds to suit the
growth of the area served. A&E and outpatients should be designed
to cope with the number of patients by employing enough staff. |

The new hospital should have single sex wards. Cleanliness of the
building and facilities should be a priority. |

I feel that a patient consultation service should be available,
which would quicken up appointment times and reduces unnecessary

Local Health Care Centres |

I am concerned about the location of the new intermediate health
care centres. If located in the centre of Peterborough, will there be
adequate parking? If located south of the Nene, they need to be closer
to the Perkins parkway. |

Patients have traditionally attended hospitals for most procedures,
any locally provided facilities would have to prove themselves over a
period of time. Is this the best use of cash or would the same
services have to be replicated at the hospital? |

Living in the Fens, would it be possible to have a care centre
nearer for x-rays and simple day treatments, instead of having a 40
mile round trip. |
|
4 |
As many medical problems as possible should be carried out at local
care centres, as these would be within easy reach for most members of
public. |

Local health centres should have more of the major services, as
village people are at a disadvantage. |
|

It is essential that local health centres are located on a main
access road with bus route. If located in March, must also have access
for local villagers. |
